The cost categories are clearer, but the packet supplies neither the seed’s cap provisions nor the relevant expenditure and authorization records. A previous cycle’s reported USD 40 cap does not establish this revision’s coverage or the proposed test’s separate cap. A1 explicitly separates drafting and review costs from the subsequently capped, preregistered test. Present the numerical history as proposer-reported and the proposed route as a conditional estimate, or supply the records that establish coverage. The proposed expert hour may remain an estimate; obtaining that review is not a prerequisite for adopting a conjecture.
